Neil has to maintain the fiction that we are all paranoid irrational luddites, because the truth would be too much for him to bear; that we are reasonable people with reasonable concerns and that his beloved government is exceeding its brief. The truth would shatter his cosy little worldview of a benevolent government rather than the reality that they are a bunch of control freaks.
