Teenagers do stupid things, even as stupid as this. Frankly, a lot of them are mentally ill. I think she should be let back in if it is judged unlikely that she will relapse, as it were, and thereafter submits to being monitored for some time.
Even if she was allowed back she would have to be incarcerated for life. Her life would be in danger in the open city.
